Below is the actual memorandum from the American Horse Council. Make sure you take note of all the participants. Reportedly even Donald Nickerson of Nickerson Livestock, Bainbridge, NY was invited to attend. Kevin Nickerson and Donald Nickerson have been convicted in NY of the illegal transport of horses.
The proposed guidelines have yet to be published, 5 years after the passage of the Commercial Transportation of Horses to Slaughter Act.
The proposed guidlines will legalize every inhumane practice identified in the transport of horses to slaughter, and put the very people identified as the abusers, the "killer buyers", who have been convicted in several states of cruelty to horses, in charge of the horses!
This is the fox guarding the hen house!
