On Monday, April 12, 1999, New York State Trooper Anthony C. Comstock issued a traffic ticket to Arlene Nickerson, Bainbridge, NY for operating out of class on I-81 North, Exit 2 in the Town of Kirkwood, NY.
A Commercial Drivers License is required to operate a commercial vehicle. Mrs. Nickerson does not have the required license to operate a commercial vehicle. Mr. Donald Nickerson's CDL has been revoked by NYS.
In February 1999 in New Holland, PA, Mr Nickerson was cited by PA State Police Trooper Patrick Fetterman for driving with a revoked license and Mrs. Nickerson, the owner of the vehicle for allowing him to operate the vehicle. Fines totalled over $2000.00.
The PA Dept of Agriculture has issued a Dealers & Haulers Permit to Nickerson Livestock. Nickerson Livestock has also been convicted or pled guilty to numerous violations of NYS Ag & Markets Law, Section 359-a, resulting in fines of $4400.00. The violations included transporting horses on a double deck trailer. According to NYS Ag & Markets law, these convictions are grounds for revocation of their permit in NY to deal & haul horses, and according to the PA Domestic Animal Act, grounds for denial of a permit in PA.
